       为深入贯彻习近平总书记关于实施乡村振兴战略的重要论述和党的十九届五中全会精神，认真落实《Opinions of the CPC Central Committee and The State Council on Effectively Connecting the Achievements of Consolidating and Expanding poverty alleviation with rural RevitalizationRegarding the adjustment and optimization of government procurement policies to continue to support the work deployment of industrial development in poverty alleviation areas, and further make good use of government procurement policies to support the revitalization of rural industries, the relevant matters are hereby notified as follows:

First, fully understand the significance of using government procurement policies to support the revitalization of rural industries

The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China proposed that consolidating and expanding the achievements of poverty alleviation be effectively linked to rural revitalization, which is of great significance to comprehensively building a modern socialist country and realizing the second centenary Goal。Use government procurement policies，Budget units will be organized to purchase agricultural and sideline products from poverty-stricken areas，Continue to stimulate the endogenous impetus of production development in poverty-stricken areas through stable procurement demand，We will promote the revitalization of rural industries，It is the implementation of the CPC Central Committee and The State Council's adjustment and optimization of government procurement policies to support industrial development in poverty alleviation areas，Concrete measures to build a new development pattern with domestic large circulation as the main body，It will help the poverty-stricken areas achieve broader and higher-level development。Financial departments at all levels, agriculture and rural areas, rural revitalization departments and budget units at all levels should fully understand the significance of using government procurement policies to support the revitalization of rural industries, with a high sense of responsibility, a sense of mission, and a sense of urgency to participate in the government procurement of agricultural and sideline products in poverty alleviation areas, to ensure that the policy is effective。

2. Reserve quotas to purchase agricultural and sideline products from poverty-stricken areas

Since 2021, budget units at all levels should reserve an annual share of canteen food ingredients procurement in accordance with a ratio of no less than 10%, and purchase agricultural and sideline products from poverty-stricken areas through the agricultural and sideline products network sales platform (the former agricultural and sideline products network sales platform in poverty-stricken areas)。Agricultural and sideline products in poverty-stricken areas refer to the agricultural and sideline products produced by enterprises, farmers' specialized cooperatives and family farms registered in 832 poverty-stricken counties。Budget units that are difficult to complete the task of 10% reservation share due to special reasons such as geographical and relevant policy restrictions can be reported by the central budget unit or the provincial financial department to the Ministry of Finance (Treasury Department) for approval and appropriate relaxation of the reservation ratio requirements。

Third, establish and improve relevant safeguards

The Ministry of Finance, together with the Ministry of Agriculture and Rural Affairs, the National Rural Revitalization Administration and other departments, formulated the implementation opinions on government procurement of agricultural and sideline products in poverty-stricken areas, strengthened the organization of agricultural and sideline products in poverty-stricken areas, supply chain management and online sales platform operation management, and actively organized budget units to purchase agricultural and sideline products in poverty-stricken areas。Local financial, agricultural and rural and rural revitalization departments at all levels should refine work measures, increase work efforts, and ensure the implementation of policies related to government procurement of agricultural and sideline products in poverty alleviation areas。

This notice shall come into force as of the date of issuance。《Notice of the Ministry of Finance and The State Council Poverty Alleviation Office on the Use of government procurement policy to support poverty alleviation》（Treasury [2019] 27Simultaneously repealed。
