The Ministry of Finance: This year, government procurement will focus on three things

　　Shenzhen Satellite TV direct news reporter asked, China's government procurement is huge, has an important guiding and promoting role in economic and social development。I would like to ask what new measures will be taken in the next step of government procurement in promoting innovation and establishing a modern industrial system？　

　　Li Xianzhong replied that in recent years, the Ministry of Finance has actively played the role of government procurement in supporting scientific and technological innovation, green environmental protection, small and medium-sized enterprises and rural revitalization to help high-quality economic and social development。In the next step, the Ministry of Finance will continue to establish and improve the government procurement policy system in line with international rules in accordance with the decision-making and deployment of the Party Central Committee and The State Council, focusing on supporting the development of new quality productivity and building a modern industrial system。This year, I will do three things:　

　　First, we will study and establish a cooperative and innovative government procurement system。Cooperative innovation procurement refers to the innovative products that are not currently available on the market and need to be developed, and the purchasing unit intervenes in advance from the research and development link, first purchasing research and development services, and then purchasing research and development products。We summarize the characteristics of this new procurement method as "two to two" : both to the supplier's research and development costs "to compensate", but also to commit to buy a certain amount of innovative products "to order", through "jointly share the risk of research and development", "jointly open up the initial market", stimulate the vitality of enterprise innovation。This approach is conducive to promoting the integrated management of innovative products from demand, research and development to application promotion, and better support application technology innovation and scientific and technological achievements transformation。In the early stage, the Ministry of Finance studied and drafted the Interim Measures for the Management of Innovative Procurement Methods in Government Procurement Cooperation, and publicly solicited the opinions of all parties, and has now met the conditions for promulgation, and plans to be issued in the near future。　

　　Second, we will continue to improve government green procurement policies。In recent years, in order to promote the green transformation and upgrading of the construction industry, the Ministry of Finance, together with relevant departments, has formulated the policy of government procurement to support green building materials and promote the improvement of building quality, and has carried out pilot projects in some places。This year, on the basis of summarizing the pilot experience, the scope of policy implementation will be expanded, the pilot cities will be expanded from 48 to 100, the products covered by the green building materials government procurement demand standard will be increased from 75 to 100, and the support for the promotion and application of green buildings and green building materials will be further increased。At the same time, further deepen and expand government procurement support policies for other types of green products, strengthen mandatory procurement or priority procurement policies and measures for qualified green products, and continue to play a leading role in government green procurement。　

　　Third, we will continue to promote the implementation of the policy of equal treatment of domestic and foreign enterprises in government procurement。It is our consistent policy to treat all products and services produced by domestic and foreign companies in China as equals in government procurement。In 2021, the Ministry of Finance issued the Notice on Implementing Relevant Policies on Equal Treatment of Domestic and Foreign Enterprises in Government Procurement Activities, which was specifically reiterated and emphasized。In the next step, we will strengthen the daily supervision and management of purchasers and procurement agencies, focus on different treatment of domestic and foreign enterprises, continue to carry out special cleanup, step up law enforcement, and punish all kinds of violations in accordance with the law。In addition, we will draw on international practices, study and formulate standards for government procurement of domestic products, and better ensure that the policy of equal treatment of domestic and foreign enterprises is implemented in government procurement。
